Do you remember how the monsters of the Witcher series were described by M.C. in The Illustrated Review? They are classified as low, normal, and high, and there is a scale of difficulty in the game based on their level. This is because the monsters are generated by random selection.
The mod for the game, which is called T.and.M - Threatening and manageable - Enemy scaling mod, makes it possible to increase or decrease the level of enemies by a fixed amount. Specifically, this mod makes enemies much lower in level than Geralt more lethal and enemies much higher in level than Geralt weaker, effectively making most missions in the game doable regardless of Geralt's level.
